Arthur Cadogan West, a government clerk, is found dead beside a railway line with some top secret, stolen submarine plans with him. But some of the plans, the most important, were missing. Holmes is asked to find out where they are and whether Cadogan West was guilty.

Cadogan West had followed the man who stole the papers and had been killed by the spy who was to receive them. His body was then placed upon a railway carriage roof (the railway tunnel was beneath the windows of their building) and it had later fallen off.
